Dr. Emma Jean Boley, Ph.D., MPHarm, MS

President

Dr. Emma Jean Boley, Ph.D., MPHarm, MS is an epidemiologist and global health researcher with expertise in mixed-methods research, disease surveillance, management of health data systems, programs, and impact evaluations driven to use data to address health disparities and improve outcomes for marginalized populations. She has co-authored peer-reviewed studies in prestigious epidemiology journals, global health, and the World Health Organization Bulletin. She has more than 12 years of experience researching health systems in Minnesota, including two years supporting research at eight Partner in Health global locations in Low- Middle-Income Countries (LMICS), including Haiti, Lesotho, Liberia, Malawi, Mexico, Peru, Rwanda, and Sierra Leone while residing in Liberia for two years. The Statistical Partnership among Academe, Industry, and Government (SPAIG) Award was given by the American Statistical Association in recognition of her recent research studies using routine health data to inform COVID-19 response. While enrolled in school to earn her doctorate, she completed a fellowship in disease surveillance systems at the Hennepin County Department of Public Health in Minnesota. She currently leads the program and research designs and execution for the Centers for Disease Control and Prevention (CDC) CCR2109 grant for COVID-19 response as the evaluation expert for PIH-North US’s Carolina team. This grant supports the expansion of the Community Health Worker workforce and their integration into advanced medical homes across the State.

Kecia Hayslett, RN, CHWI

Kecia Hayslett, RN, CHWI She works with leading healthcare systems, public health organizations, and
community-based organizations to educate their frontline workforce, advance in culturally responsive
leadership, and effectively serve in community engagement while empowering the lives of the
individuals and communities they serve. Throughout her 23+ years of healthcare experience, Kecia has
developed, implemented, and overseen numerous health initiatives and community collaborations.
Kecia has worked as a Global Nurse Leader for Master's Touch Ministries' Women and Children with
WASH initiative (access to safe and clean water, adequate sanitation, and improved hygiene) in Haiti,
South Africa and Liberia. As a Chief Nurse and Program Manager for Arms of Compassion Home and
Health Care, and currently host a monthly "Ask A Nurse" Community Health and Wellness Dialogue. She
has also been an RN Community Care Leader for several COVID Vaccine clinics beginning in 2020. Kecia,
a nurse with a public health background, has a multifaceted, blended expertise that allows her to design
educational and training programs with multi-level interventions. Her training programs produce a
multifaceted skill set that learners can immediately apply in the real world, improving health and public
health and changing lives one patient at a time.

Maimon Queeglay, MPH

Chief diversity Officer

Maimon Queeglay, MPH, is a community-engaged health equity Research Project Manager at the University of Minnesota’s School of Public Health’s Health Policy Management Division and the Center for Anti-Racism Research for Health Equity. Maimon is a public health professional with more than ten years of experience. She previously worked as a Community Schools Manager, overseeing a school-based clinic and implementing a holistic approach to health, well-being, and education. She also worked as a Community Liaison for the Brooklyn Center Police Department. Maimon earned a Bachelor of Science in Public Health from St. Catherine University in St. Paul, Minnesota, and is pursuing a master’s degree in public health policy and administration at the University of Minnesota (December 2023). Maimon works to break down structural racism to improve the health and well-being of marginalized communities. Maimon Queeglay will oversee the project’s administrative aspects, such as work plans, project implementation, write-up, and dissemination, as well as communications, compliance administration, financial, personnel, and other related aspects.
